ROC – Restricted Operator’s Certificate (GMDSS)

The “ROC – Restricted Operator’s Certificate (GMDSS)” course is a training program designed for individuals seeking qualifications in operating radio equipment used within the Global Maritime Distress and Safety System (GMDSS).

The aim of the course is to prepare participants to properly conduct radio communications, operate GMDSS equipment, and follow distress, urgency, and safety communication procedures. The training includes both theoretical instruction and practical exercises on the use of maritime radio communication systems and equipment.

The course program covers basic concepts of the maritime radio service, the operating principles of the Global Maritime Distress and Safety System (GMDSS), radio communication systems used in GMDSS, and the operation of Emergency Position Indicating Radio Beacons (EPIRB) and Search and Rescue Transponders (SART). Participants will also learn about Maritime Safety Information (MSI), search and rescue (SAR) operations, and procedures for handling public correspondence.

Special emphasis is placed on the practical application of communication procedures in emergency situations—including distress, urgency, and safety communications—as well as on appropriate responses in situations requiring the use of GMDSS equipment and systems.

The thematic scope of the course includes:

  • Introduction to the training.

  • Basic information regarding the maritime radio service.

  • Global Maritime Distress and Safety System (GMDSS).

  • Radio communication systems used in GMDSS.

  • Emergency Position Indicating Radio Beacon (EPIRB).

  • Search and Rescue Transponder (SART).

  • Maritime Safety Information (MSI).

  • Search and rescue operations.

  • Distress, urgency, and safety communication procedures in the GMDSS system.

  • Additional skills and operational procedures for establishing and conducting public correspondence.

  • Summary and discussion.

Summary: Upon completion of the course, the participant is theoretically and practically prepared to operate GMDSS equipment and conduct radio communications in strict accordance with the applicable procedures of the maritime radio service.

PLEASE NOTE: The course itself is not mandatory, but it prepares you for a mandatory exam. To receive the state certificate, you must register for the appropriate exam at the Office of Electronic Communications (UKE – Urząd Komunikacji Elektronicznej).
